Ms. Tang’s practice focuses on public and private construction claims and litigation, real property development, and commercial transactions. Her representative clients include major construction companies, international banks, private placement lenders and borrowers, Guam’s private hospital, and contractors. Ms. Tang routinely represents clients in matters involving construction disputes, including bid protests, procurement litigation, claims analysis, preparation of requests for equitable adjustments on significant government contracts exceeding $100 million, and Defense Contracting Agency audits of construction claims.
She represents clients before the local and federal courts of Guam, and before local and federal government agencies.
In addition, Ms. Tang represents lenders and borrowers in cross-border private placement and private equity transactions. She acts as general external counsel to the Guam Regional Medical City hospital, and Core Tech International, Guam’s largest construction company.
In 2013, Ms. Tang was appointed by Chief Judge Frances Tydingco-Gatewood, District Court of Guam, to serve as the Trustee of the Northern Mariana Islands Settlement Fund, with powers of a federal receiver, created by a settlement reached in a class action litigation with the Government of Saipan. As Trustee, she manages the investments and assets of the Settlement Fund over $140 million, and administers pension benefits to over 3,000 government retirees.
